Section 37. The trustees are hereby authorized and directed to establish and maintain a television center on the university campus in the town of Amherst. Said center shall be for the purpose of coordinating and implementing the production and relay of educational television programs, both closed circuit and open circuit, for the dissemination to the campus and to the people of the commonwealth, of extension and continuing educational courses, cultural programs, in-school elementary and secondary school telecasts and other educational programs, whether originating at said university or relayed by the Eastern Educational Network, Inc., or its affiliates or by any other similar educational network.
Said center shall not enter into any contract for such programs with any television network which has an employee or a stockholder who is a trustee of the University of Massachusetts.
