(1)The fiscal court shall adopt a county administrative code which includes, but is not
limited to, procedures and designation of responsibility for:
(a)General administration of the office of county judge/executive, county
administrative agencies, and public authorities;
(b)Administration of county fiscal affairs, including budget formulation, receipt
and disbursement of county funds and preparation of records required for the
county audit, and the filing of claims against the county;
(c)Personnel administration, including description and classification of
nonelected positions, selection, assignment, supervision and discipline of
employees, employee complaints and the county affirmative action program;
(d)County purchasing and award of contracts;
(e)Delivery of county services.
(2)The fiscal court shall review the county administrative code annually during the
month of June and may by a two-thirds (2/3) majority of the entire fiscal court
amend the county administrative code at that time. The county judge/executive may
at other times prepare and submit amendments to the code for the approval of a
majority of the fiscal court.
