Fees for licenses, permits or certificates of any kind due any budget unit shall be collected by the budget unit at the time such licenses, permits or certificates are issued by it, and all other money accruing to the budget units or to the state through the budget units shall also, as far as practicable, be collected at the time the services are rendered or at the time of accrual by the budget units rendering the services or assessing the charges or otherwise giving rise to the claims in favor of the state.
When collections cannot be so made, the budget units concerned shall render bills to the persons liable for the amounts due or accruing, and shall collect such bills. Each bill shall carry notice to the effect that checks and money orders shall be made payable to the State Treasurer.
