The commission may:
(1)Establish bylaws, rules and regulations for its own government;
(2)Make and enter into all contracts or agreements necessary or incidental to the
performance of its duties and the execution of its powers; and
(3)Employ engineers, attorneys, and other necessary employees, and fix their
compensation.
