first class for the purpose of receiving government aid and grants. For the purpose of applying for or receiving any aid or grant-in-aid from the Commonwealth of Kentucky or the government of the United States, a consolidated local government shall be deemed a county and shall be deemed an incorporated city of the first class under the Constitution and general laws of the Commonwealth of Kentucky.
