practice. Jurisdiction, both as to person and subject matter, under this chapter vests with the board upon application for licensure or practice on the privilege and shall continue during periods of licensure and lapse of licensure. The jurisdiction of the board shall be continuous over the individual applicant or licensee or holder of the privilege and shall not be divested by voluntary surrender of a license or privilege, withdrawal of an application, or expiration of a temporary work permit.
