80-2018. Same; fixing of charges; collection. Whenever lateral sewers are constructed by the issuance of revenue bonds as herein provided, the governing body of the sewage district shall fix the charges for the use of such sewers upon such basis as will provide sufficient revenue to pay the interest and principal of such bonds and the cost of collection, and shall also provide for the collection of the same. Such governing body may provide that such charges for the use of such lateral sewers shall be billed and collected at the same time and in the same manner as the bills for water service to the users who have both water and sewer connections, and in such case the governing body may reserve the right to discontinue water service for the nonpayment of sewer charges, provided that the same is plainly stated in the form of contract signed by such sewer users.
Whenever the revenues from the charges for the use of any lateral sewers shall be insufficient to pay the interest and principal upon the revenue bonds issued therefor, it shall be the duty of the governing body of the sewage district to increase the charges for the use of such laterals to an amount sufficient to meet such debt requirements, provided that the right to do so is plainly stated in the form of contract signed by such sewer users.
