The Department is authorized to receive such gifts or donations, either from public or private sources, as may be offered unconditionally or under such conditions related to the comprehensive vocational rehabilitation services, independent living services, and other community services and supports administered by the Director for persons with one or more disabilities, as in the judgment of the Department are proper and consistent with the provisions of this Act.
