Any calculation of the moneys to be applied by the state for the support of school districts and community college districts, pursuant to subdivision
(b)of Section 8 of Article XVI of the California Constitution, shall be made as a single, aggregate calculation for the school districts serving kindergarten and grades 1 to 12, inclusive, for the community college districts, and for the direct elementary and secondary level instructional services provided by the State of California.
