Chapter 206 of title 18, United States Code, is amended— in section 3122(b), by striking paragraph
(2)and inserting the following: for an application submitted by an attorney for the Government, a certification by the applicant providing specific and articulable facts showing there are reasonable grounds to believe that the information likely to be obtained is relevant and material to an ongoing criminal investigation being conducted by that agency; or ; and in section 3123(a)(1), in the first sentence— by striking the court shall enter and inserting the court may enter ; and by striking certified to the court that the information likely to be obtained by such installation and use is relevant and inserting submitted a certification providing specific and articulable facts showing there are reasonable grounds to believe that the information likely to be obtained by such installation and use is relevant and material .
