Section 13102 of title 49, United States Code, is amended by striking paragraph
(2)and inserting the following: The term broker means a person who offers for sale, negotiates for, or holds itself out by solicitation, advertisement, technology, or otherwise as selling, providing, or arranging for, transportation by motor carrier for direct or indirect compensation. The term broker does not include a person providing only financial assistance, analysis, or accounting services. . Section 14916(a) of title 49, United States Code, is amended by striking the subsection designation and heading and all that follows through that person— in the matter preceding paragraph
(1)and inserting the following: A person may provide interstate brokerage services only if that person— .
