Notwithstanding section 106— Hereafter, there is established an Office of Inspector General of the Office of Management and Budget: That not later than 45 days after the date of enactment of this Act, the President shall appoint an individual to serve as the Inspector General of the Office of Management and Budget in accordance with section 403(a) of title 5, United States Code: Provided, That such Office of Inspector General shall have jurisdiction over those matters that have been specifically assigned to the Office of Management and Budget under law and any matter that has been delegated to the Office of Management and Budget:
Provided further, That the provisions of Provided further, chapter 4 of title 5, United States Code shall apply to such Office of Inspector General. In addition to amounts otherwise provided by this Act, there is appropriated to the Office of Inspector General of the Office of Management and Budget, established pursuant to subsection (a), for fiscal year 2026, $20,000,000, to remain available until September 30, 2027, for necessary expenses of the Office of Inspector General:
That, hereafter, amounts appropriated to the Office of Inspector General of the Office of Management and Budget in this or any other Act, including subsequent Acts and laws other than appropriations Acts, shall be exempt from apportionment, notwithstanding subchapter II of Provided, chapter 15 of title 31, United States Code: That amounts provided by this section shall be subject to the same authorities and conditions as if such amounts were provided by title II of division B of Provided further, Public Law 118–47 .
