During the period covered by this Act, the Secretary of Commerce shall renew all cooperative agreements authorized by section 278k of title 15, United States Code, for eligible entities in each State and Puerto Rico and each such renewal shall be under the same terms and conditions as the previous agreement, unless requested otherwise by the eligible entity.
