Amounts made available by section 101 for National Oceanic and Atmospheric Administration—Operations, Research, and Facilities shall be apportioned at a rate for operations necessary to maintain the Office of Oceanic and Atmospheric Research at the current level, including for research laboratories, cooperative institutes, and scientific awards.
