Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Administrator shall submit to the appropriate congressional committees a report— on the exercise of the authority of the Administrator to provide advance assistance under— section 404(e) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170c(e) ); and section 329 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as added by this Act; and that includes a comprehensive account of the frequency and extent of invocation of the authority described in paragraph (1).
