Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report that includes— a review of the regulations promulgated by the Administrator; and recommendations for modifying or eliminating regulations promulgated by the Administrator that are redundant or overly burdensome, particularly for low-capacity jurisdictions.
