Section 1066 of title 10, United States Code, is amended, in subsection (a)— by inserting before
(1)An individual ; and by adding at the end the following new paragraph: A civil service mariner of the Military Sealift Command may be permitted to use commissary stores and MWR retail facilities on the same basis as members of the armed forces on active duty. .
