Section 8(c) of the Central Intelligence Agency Act of 1949 ( 50 U.S.C. 3510(c) ) is amended— by striking Not later than and inserting ; and Not later than
(1)by adding at the end the following new paragraph: Not later than 180 days after the date of the enactment of the Intelligence Authorization Act for Fiscal Year 2026, the Director shall issue written guidance to ensure the timely identification and reporting of novel and significant expenditures in accordance with this subsection. Such guidance shall— establish a definition of a novel and significant expenditure for purposes of this subsection; define internal procedures to evaluate expenditures to determine if such expenditures are novel and significant using the definition established pursuant to clause (i); and require timely congressional notification in accordance with this subsection. The Director shall regularly review and update the guidance issued under this paragraph as appropriate. Not later than 60 days after the date on which the initial guidance is issued under this paragraph, and not later than 60 days after the date on which any material revisions to such guidance take effect, the Director shall provide to the committees specified in paragraph
(1)a briefing with respect to such guidance or such material revisions. . Section 102A(m)(5) of the National Security Act of 1947 ( 50 U.S.C. 3024(m)(5) ) (as redesignated by section 6402(c) of this Act) is amended in the first sentence by striking of such section and inserting of such section, including the guidance issued under paragraph
(2)of such subsection
(c).
