Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for research, development, test, and evaluation, Defense-wide, for the Joint Staff and the Chief Digital and Artificial Intelligence Officer for the Combined Joint All-Domain Command and Control initiative, not more than 90 percent may be obligated or expended until the Secretary of Defense provides to the congressional defense committees a framework for such initiative that helps guide investments and measures progress for the initiative, as recommended by the Comptroller General of the United States in the report of the Comptroller General titled Defense Command and Control:
