The Administrator of the Pipeline and Hazardous Materials Safety Administration shall study, and submit to Congress a report on, technology available to develop— stronger, safer tank cars and valves for tank cars; and other tank car safety features. There is authorized to be appropriated to carry out this section $5,000,000.
