Except where otherwise expressly prohibited by law or otherwise provided by this subtitle, the Secretary of Labor may delegate any of the functions transferred to the Secretary of Labor by section 201 and any function described in section 201 that was transferred or granted to such Secretary after the effective date of this subtitle to such officers and employees of such Secretary as the Secretary may designate, and may authorize successive redelegations of such functions described in section 201 as may be necessary or appropriate.
No delegation of such functions by the Secretary of Labor under this section or under any other provision of this subtitle shall relieve such Secretary of responsibility for the administration of such functions.
