The Office of Management and Budget shall— ensure that this subtitle does not result in any net increase in full-time equivalent employees across all Federal agencies impacted by this subtitle; and not later than 1 year after the effective date of this subtitle, certify compliance with this subtitle to the Committee on Education and Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate.
