The Secretary of Commerce shall expand the presence of the United States Commercial Service in the Pacific Islands and allocate additional Foreign Commercial Service Officers to the Pacific Islands, including by elevating existing partner posts and establishing new Commercial Service posts and partner posts, to— explore opportunities for United States private sector investment; examine regulations in host countries in the Pacific Islands that may hinder foreign direct investment, including those related to human rights, labor rights, and environmental protection, and provide technical assistance when requested by such host countries; and report on the commercial and investment activities of non-allied foreign actors in the Pacific Islands.
