The Administrator of the United States Agency for International Development, in coordination with the Secretary of State, the Secretary of the Treasury, the Secretary of Commerce, and the Chief Executive Officer of the United States International Development Finance Corporation, and the Director of the United States Trade and Development Agency are authorized to implement programming to build trade capacity in the Pacific Islands. The activities authorized under this section include— development of human and institutional capacity and infrastructure across multiple sectors of economies, including digital connectivity and cybersecurity; assistance with development and implementation of regional and international trade agreements, including the World Trade Organization’s Agreement on Trade Facilitation and facilitation of intraregional trade flows; support for women-owned enterprises and gender equality; and promotion of government policies that encourage free and fair competition, sound governance, environmental protection, and business environments conducive to sustainable and inclusive economic growth.
