None of the funds made available by this Act may be used to provide financial assistance to an educational institution that allows an individual whose sex is male to participate in an athletic program or activity that is designated for women or girls. For the purpose of this section, the term sex means the reproductive biology and genetics of an individual as determined solely at birth.
