Of the unobligated balances in the Department of Education Nonrecurring Expenses Fund established in section 313 of division H of Public Law 116–260 , $197,000,000 are hereby rescinded not later than September 30, 2026: That from any remaining unobligated balances in such Fund, the Secretary may transfer up to $15,000,000 to Provided, Student Aid Administration for information technology, to remain available through September 30, 2027: That the Secretary may obligate funds from such Fund for any program, project, or activity for which a notification was submitted before the date of enactment of this Act:
Provided further, That the Secretary may transfer amounts into such Fund: Provided further, That any amounts transferred into such Fund are available for the purposes provided by this section or for which a notification was submitted to the Committees on Appropriations of the House of Representatives and the Senate before the date of enactment of this Act: Provided further, That the authority to transfer amounts under this section is in addition to any other transfer authority in law.
