Section 854 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 ( Public Law 118–159 ; 10 U.S.C. 4651 note prec.) is amended— by striking The Secretary and inserting
(a); In general.— The Secretary by striking the People’s Republic of China and inserting a country of concern ; and by adding at the end the following new subsection: In this section, the term country of concern means any of the following: China. Russia. Iran. North Korea. .
