Notwithstanding any other provision of this Act, the amount made available in the second undesignated paragraph under the heading under the heading rural water and waste disposal program account in title III for— rural utilities service the rural utilities program described in section 306E of the Consolidated Farm and Rural Development Act shall be $6,500,000, of which not less than $1,500,000 shall be used to provide subgrants to eligible individuals for the construction, refurbishing, and servicing of individually owned household decentralized wastewater systems; and grants pursuant to section 306(a)(2)(a) of the Consolidated Farm and Rural Development Act shall be $238,900,000.
