The District of Columbia College Access Act of 1999 ( Public Law 106–98 ; sec. 38–2701 et seq., D.C. Official Code) shall apply with respect to an individual described in subsection
(b)after the date of the retrocession under section 102 in the same manner and to the same extent as such Act applied with respect to the individual as of the day before such date. An individual described in this subsection is an individual with respect to whom the Mayor of the District of Columbia made a payment on the individual’s behalf under the District of Columbia College Access Act of 1999 for the award year during which the date of the retrocession under section 102 occurs.
