Section 2805(b)(2) of title 10, United States Code, is amended— by striking shall notify and inserting shall submit, in an electronic medium pursuant to section 480 of this title, to ; by inserting a notification after appropriate committees of Congress ; and by striking , of the justification and all that follows through of this title. and inserting by not later than 90 days after the date on which the Secretary concerned obligates funds for the project. Such notification shall include, with respect to the project, a description, a justification, and an estimation of the total cost to the United States. .
