Not later than 15 days after making an affirmative determination under section 301, the President shall, notwithstanding any other provision of law, increase the rate of duty for all goods and services imported into the United States from the Russian Federation to a rate of not less 500 percent ad valorem. Not later than 60 days after making an affirmative determination under section 301, the President shall submit to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate, a report indicating the impact of these ad valorem tariffs on exports to the United States.
