Section 9701(b) of the Department of State Authorization Act of 2022 (division I of Public Law 117–263 ; 22 U.S.C. 276c-6 ) is amended— in the matter preceding paragraph (1), by inserting and secure after promote ; by redesignating paragraphs

(2)and (3), respectively; by inserting before paragraph (2), as redesignated, the following: developing junior professional and other programs that target underrepresented groups; ; and in paragraph (3), as redesignated, by inserting , including to Historically Black Colleges and Universities and other minority-serving institutions before the period at the end. Section 6701 of the Department of State Authorization Act of 2023 (division F of Public Law 118–31 ; 22 U.S.C. 276c-7 ), is amended— in subsection (a), by inserting , including by increasing the number of minorities, after citizens ; and by amending subsection
(d)to read as follows: There is authorized to be appropriated to the Department such sums as may be necessary to carry out the grant program authorized under subsection (a). .
