It is the sense of Congress that— paid internships offer a strategic avenue for expanding agency recruitment; and socioeconomic factors, such as financial need, have prevented participation in internships from geographically diverse areas of the United States, including overseas territories and racially and ethnically diverse communities, resulting in untapped talent pools for international affairs careers. Section 9201(c) of the Department of State Authorization Act of 2022 ( 22 U.S.C. 2737(c) ) is amended— by striking that includes and inserting the following:
“that— includes ; and by striking the period at the end and inserting the following: ”; and ensures that at least 40 percent of paid interns belong to a racial or ethnic group that has experienced the effects of past government regulations or socioeconomic factors, such as financial need, which have made it difficult to secure internships or other employment at a foreign affairs agency; and ensures that at least 5 percent of paid interns are from United States territories. .
