With respect to any interregional transmission planning described in subsection (b), and any rulemaking relating to that interregional transmission planning, the Federal Energy Regulatory Commission (referred to in this section as the Commission ) shall require the consideration of— multivalue cost allocation methodologies that evaluate the economic, reliability, and public policy benefits of a networked transmission system that incorporates offshore wind generation and transmission; and the reliability, resilience, and resource adequacy of integrating offshore wind into transmission systems. The interregional transmission planning referred to in subsection
(a)is any interregional transmission planning that the Commission requires to be carried out by— public utility transmission providers; Regional Transmission Organizations; Independent System Operators; or any combination of regions or entities described in paragraphs
(1)through (3).
