Section 243 of the Department of Agriculture Reorganization Act ( 7 U.S.C. 6953 ) is amended— by striking subsection
(d)and inserting the following: Not later than 4 years after the date of enactment of the Rural Prosperity and Food Security Act of 2024 , the Secretary, in coordination with the national fund manager and the Administrator of the Food and Nutrition Service, shall complete and publish an evaluation of the program established under this section— based on a random sample of funded projects; and that measures, at a minimum, the short-term and long-term impacts of a funded project on access to healthy foods in the applicable community. There is appropriated to carry out this section, out of any funds in the Treasury not otherwise appropriated, $5,000,000 for fiscal year 2025 and each fiscal year thereafter. In addition to amounts made available under paragraph (1), there is authorized to be appropriated to the Secretary to carry out this section $125,000,000, to remain available until expended. Of the funds made available under this subsection, the Secretary shall use not more than $2,000,000 to carry out subsection
(d)for each of fiscal years 2025 through 2029. .
