Subtitle A of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 6912 et seq. ) (as amended by section 12305) is amended by adding at the end the following: The Secretary, acting through the Administrator of the Agricultural Marketing Service, shall enter into cooperative agreements, including subawards, with eligible entities, as determined by the Secretary, for the purpose of establishing a national network of not fewer than 12 regional food business centers that collectively provide localized assistance to small and medium-sized farms and food businesses throughout the United States to improve local and regional supply chains, including distribution and processing, through— interagency and other coordination; business technical assistance; capacity building activities; or other activities that facilitate the development of a resilient domestic food system, as determined by the Secretary.
Not fewer than 1 regional food business center described in subsection
(a)shall provide assistance exclusively to all Tribal producers and businesses nationally. Not fewer than 2 regional food business centers described in subsection
(a)shall provide assistance to producers and farm and food businesses in the State of Hawaii, the State of Alaska, the Commonwealth of Puerto Rico, other territories or possessions of the United States, colonias, other remote areas, and other, similar locations in the United States, as determined by the Secretary. Any regional food business center described in subsection
(a)shall prioritize providing service to underserved and limited resource producers and farm and food businesses. Out of amounts in the Treasury not otherwise appropriated, there is appropriated to the Secretary to carry out this section $75,000,000 for fiscal year 2025 and each fiscal year thereafter, to remain available until expended. In addition to other funds and authorities available to the Secretary, in order to carry out activities under this section, there is authorized to be appropriated to the Secretary $75,000,000 for each of fiscal years 2025 through 2029, to remain available until expended. .
