Nothing in this title may be construed to expand the authorities of any Federal agency to conduct activities internationally. The participation of a State, local government, or Indian Tribe, including a State, local, territorial, or Tribal law enforcement agency, in any inspection program authorized by this title— shall be voluntary; and may not be contingent on the enforcement of Federal laws, other than the laws established by this Act and any related regulations.
