There is authorized to be appropriated for assistance from the Public Housing Capital Fund established under section 9(d) of the United States Housing Act of 1937 ( 42 U.S.C. 1437g(d) ) such sums as may be necessary to address the public housing capital backlog at the Department, which amount shall remain available until expended and, notwithstanding subsections (c)(1) and (d)(2) of such section 9, shall be allocated to public housing agencies based upon the extent of the capital need of each agency, as determined according to the most recent physical needs assessment of the agencies, with a minimum amount for each agency to be specified by the Authority.
