Sec. 13. Authorization of appropriations for Authority

There is authorized to be appropriated to the Authority Capital Account established under section 12(b) to carry out this Act $30,000,000,000 for each of fiscal years 2025 through 2035. The Authority shall allocate not less than 5 percent of amounts appropriated under subsection
(a)to provide assistance to Indian Tribes and tribally designated housing entities— in accordance with notice and comment rulemaking procedures under section 553 of title 5, United States Code; and in consultation with Indian Tribes, tribally designated housing entities, and the Office of Native American Programs of the Department of Housing and Urban Development. To the greatest extent possible, the allocation described in paragraph
(1)shall supplement and not supplant any funding that an Indian Tribe or a tribally designated housing entity receives from a governmental source. The Authority shall allocate not less than 10 percent of amounts appropriated under subsection
(a)to provide assistance to housing entities in rural communities— in accordance with notice and comment rulemaking procedures under section 553 of title 5, United States Code; and in consultation with the Rural Housing Service of the Department of Agriculture. To the greatest extent possible, the allocation described in paragraph
(1)shall supplement and not supplant any funding that a rural housing entity receives from a governmental source.
