Sec. 2814. Improvement of conduct by the Navy of the replacement of certain dry docks and other projects

The Secretary of the Navy (in this section referred to as the Secretary ) shall coordinate with the Comptroller General of the United States regarding best practices on cost estimating and lessons learned to avoid future cost increases for— the replacement by the Navy of dry dock 1 at Portsmouth Naval Shipyard; the replacement by the Navy of dry dock 3 at Pearl Harbor Naval Shipyard; and any other projects of the Navy under the Shipyard Infrastructure Optimization Program. On and after the date of the enactment of this Act, the Secretary shall conduct more extensive planning on large military construction projects of the Navy to more accurately identify operational mission need dates.
Not later than 90 days after the date of the enactment of this Act, and quarterly thereafter until each project is completed, the Secretary shall brief the Committees on Armed Services of the Senate and the House of Representatives on the status of the construction projects for the replacement by the Navy of dry dock 1 at Portsmouth Naval Shipyard and dry dock 3 at Pearl Harbor Naval Shipyard. Each briefing required under paragraph
(1)shall include, at a minimum, the following: An overview of the steps the Secretary is taking to ensure the costs of the projects specified in such paragraph do not increase further. An assessment by the Secretary as of the date of the briefing of the likelihood of future cost overruns for each such project. Any other details the Secretary determines relevant to support oversight by Congress of each such project or other projects under the Shipyard Infrastructure Optimization Program.
