Section 399Z–1(f)(1)(A) of the Public Health Service Act ( 42 U.S.C. 280h–5(f)(1)(A) ) is amended— in clause (iv), by striking and at the end and inserting or ; and by adding at the end the following: the purchase of naloxone to reverse the effects of opioid overdose, and the establishment of other programs to address and prevent the misuse of synthetic opioids, including fentanyl or any substituted derivative of fentanyl; and .
