The Secretary of a military department may not establish or maintain— a unit of the Junior Reserve Officers' Training Corps under chapter 102 of title 10, United States Code, at a secondary school owned, operated, or controlled by a covered person; or a unit of the Senior Reserve Officers' Training Corps under chapter 103 of such title at an institution of higher education owned, operated, or controlled by a covered person.
