Section 23(c)(2) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1349(c)(2) ) is amended by striking or any development and production plan under this Act and inserting , any development and production plan under this Act, or any final plan or lease, easement, or right-of-way issued under section 8(p)(1)(C) and any related final Federal agency action .
