Title I of the National Environmental Policy Act of 1969 ( 42 U.S.C. 4331 et seq. ) is amended by adding at the end the following: Nothing in this title, or any environmental review (as defined in section 2 of the REPAIR Act of 2023 ) carried out pursuant to this title, provides a judicial right of action under this title or subchapter II of chapter 5, and chapter 7, of title 5, United States Code (commonly known as the Administrative Procedure Act ), relating to the approval of an authorization (as defined in that section) for a project (as defined in that section) that uses an applicable environmental review (as so defined). .
