Part A of title IV of the Public Health Service Act ( 42 U.S.C. 281 et seq. ) is amended by adding at the end the following: The Director of the National Institutes of Health shall establish a consortium on pregnancy, postpartum recovery, and substance use disorder research to establish research priorities and steward research activities across the national research institutes and national centers to understand and mitigate the harms of substance use disorder for pregnant and postpartum patients and their children. .
