Not later than 30 days after the initial meeting of the constitutional convention under section 202(d), the President shall initiate a review of Federal laws with respect to Puerto Rico, including Federal laws relating to— taxation of persons and businesses; health care; housing; transportation; education; and entitlement programs. Not later than 1 year after the date on which the President initiates a review under subsection (a), the President shall submit to Congress recommendations for changes to Federal laws identified during the review, as the President determines to be appropriate.
