Section 18 of the Federal Insecticide, Fungicide, and Rodenticide Act ( 7 U.S.C. 136p ) is amended— in the first sentence, by striking The Administrator and inserting the following: The Administrator ; in subsection
(a)(as so designated), in the second sentence, by striking The Administrator and inserting the following: The Administrator ; and by adding at the end the following: Notwithstanding any other provision of law, the Administrator shall not grant an emergency exemption under subsection
(a)for the same active ingredient or pesticide product in the same location for more than 2 years in any 10-year period. The Administrator shall not grant an emergency exemption under subsection
(a)to use an active ingredient or pesticide product that is not registered under section 3 for any use. The Administrator shall not grant an emergency exemption under subsection
(a)for any active ingredient or pesticide product that is registered conditionally under section 3(c)(7)(A). .
