Of the unobligated balances from amounts made available under the heading Millennium Challenge Corporation from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $100,000,000 are rescinded. Of the unobligated and unexpended balances from amounts made available under the heading Embassy Security, Construction, and Maintenance from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $324,445,000 are rescinded.
Of the unobligated and unexpended balances from amounts made available under the heading International Narcotics Control and Law Enforcement from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $67,000,000 are rescinded. Of the unobligated balances available in the Consular and Border Security Programs account, $250,000,000 are rescinded. Of the unobligated balances from amounts made available under the heading Export and Investment Assistance, Export-Import Bank of the United States, Subsidy Appropriation for tied-aid grants from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $59,000,000 are rescinded.
No amounts may be rescinded from amounts that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
