Funds may be transferred to the United States Section of the International Boundary and Water Commission, United States and Mexico, from Federal or non-Federal entities, to study, design, construct, operate, and maintain treatment and flood control works and related structures, consistent with the functions of the United States Section: That such funds shall be deposited in an account under the heading Provided, International Boundary and Water Commission, United States and Mexico , to remain available until expended.
