Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall— update Department of Defense Instruction 4165.70 (relating to real property management) and Unified Facilities Criteria 2–100–01 (relating to installation master planning) to— include a requirement to incorporate the impact of military installation resilience in all installation master plans; include a list of all sources of information approved by the Department of Defense; define the 17 military installation resilience hazards to ensure that the impacts from such hazards are reported consistently across the Department; require military installations to address the rationale for determining that any such hazard is not applicable to the installation; standardize reporting formats for military installation resilience plans; establish and define standardized risk rating categories for the use by all military departments; and define criteria for determining the level of risk to an installation to compare hazards between military departments; and require the Secretary of each military department to update the handbook for the military department concerned to incorporate the requirements under paragraph (1).
